Our client is recognized as one of Alberta’s top ten locations
to live. Located just south of Calgary and having just had its
centennial, this town is the “hub of the foothills” and
is poised for significant growth.
This town has a population of nearly 11,000 and services a trading
area of another 18,000. It is noted for its low tax structure and
is in an enviable healthy financial position. The local seat of
municipal government operates from a beautiful and well equipped
new facility.
The Town known for its small town friendliness,
spaciousness, tranquil living environment, and quality of life
which provides its citizens with a strong sense of place and
pride. A major community goal is to maintain this community attitude
and character as new growth occurs. Development must occur within
a framework which is in keeping with the existing community character
and which will have a minimal negative impact on the existing
social, economic and environmental fabric of the community”.
In recent years significant work has been done on developing the
long range strategic and municipal development plans. At this point
the Town is poised to operationalize those plans within the context
of a regional plan involving neighbouring municipalities and districts.
The Position
Reporting to the Mayor and Town Council, the Chief Administrative
Officer will provide leadership and direction to the municipal
team in the areas of:
- Creative long range infrastructure and capital financing for
funding major infrastructure projects aligned with the strategic
and municipal development plan.
- Annexation planning and negotiating in support
of the town’s
development plan.
- Succession and development planning for
the town’s employee
base.
- Governance relationship between Council and Town Management.
- Water licensing
- Social services, recreational and cultural
growth aligned and integrated with the town’s development,
infrastructure and growth plans.
Initial challenges for this position will be; staffing a number
of key positions being vacated by long serving retiring employees;
building relationships with the neighbouring towns and municipal
district and the Provincial Government; connecting with the business
community; organization structure review to deliver on the long
range plan.
The Candidate Requirements
The candidate we seek will have senior management experience (likely
in a Municipal setting). A Certified Local Government Managers
designation or equivalent post secondary education in public or
business administration is also desirable. A good knowledge of
the Municipal Government Act and other relevant legislation will
compliment this background.
In particular the leadership competencies we seek include:

- A track record of building and developing an effective and
high performing team.
- Able to motivate and provide clear and consistent direction.
- Able to build trust through a clear and consistent use of principles
and values.
- Demonstrates political savvy and managerial toughness and the
ability to stand alone on critical issues.
- Dealing with conflict and complex
problems effectively.
