Reporting to the Department Finance Officer this position takes a leadership role in working with the Utilities Branch Mangers, the General Manager of Asset Management and Public Works, and Chief Financial Officer to ensure that the City's public utilities are operated within a sustainable financial framework.
Key responsibilities are:
- Development, implementation and management of a Utility Fiscal Policy governing the Drainage and Waste Management Utilities.
- Development of competitive, best practice utility rate structures while providing a fair return to the City of Edmonton on a self sustaining basis.
- Developing long term capital financing strategies to achieve utility goals based on best practices and researching and analyzing different financing strategies employed by other public and private utilities for capital programs.
- Perform Cost of Service Review periodically to ensure that the rate structure is appropriate for the different customer classes.
- Liaise with other utility companies and regulators on behalf of the City of Edmonton.
- Seek out compatible non-regulated business opportunities for the utilities, develop business cases including financial analysis and supporting project selection that enhances the utilities' ability to achieve their financial goals
- Keep abreast of regulatory changes and incorporate impacts into the City's utility management and operation.
Qualifications:
- University degree in Business with an accounting or finance major
- Professional Accounting Designation (CA, CGA, CMA) is required
- Eight (8) years of progressive experience in utility financial regulation including 5 years of post-designation experience, preferably in a management capacity within a public or private utility organization (including municipalities which operate a public utility).
- Through knowledge of business practices, accounting principles (including CICA Handbook and PSAB regulations and auditing requirements and standards), Provincial and Federal legislation, City Policies/Procedures and Bylaws.
- Proven strategic planning, research, analytical, problem solving and decision making skills to deal with rate models, financing structure, business opportunity evaluation and accounting issues.
- Demonstrated expertise in utility accounting, rate setting and regulation.
- Ability to formulate long term strategies by establishing goals, setting priorities and anticipating challenges or opportunities.
- Ability to think creatively and put abstract thought into concrete ideas
- Strong communication and presentation skills
- Strong leadership, facilitation, project management and team building skills
Hours of Work: 36.9 hours per week, Monday - Friday. Hours of work may be subject to the terms and conditions of a variable hours of work program.
Salary: PT4; $88,211.340 - $126,014.550 (Annually)
