As the CAO for our municipality you are accountable to Council and responsible for executing their vision and overseeing the efficient, effective delivery of services for our residents and businesses. While balancing rural and urban needs, the CAO is responsible for a wide range of services – protective, agricultural, roads, bridges, water, parks and recreation, family and community support, and planning and development the growth of our community. Acting at the direction of the County Council, the County Manager:
· Helps to create and implement, in cooperation with the Council, the vision of the County; assist in the creation and development of County policy through an open and collaborative environment.
· Works with Council and Staff to create and implement a comprehensive and innovative strategic plan and operating budget for the County, to ensure that all County programs, capital and otherwise, are implemented in a cost-effective and responsible manner.
· Communicates effectively with Council, ratepayers, County staff, and other levels of government, while being sensitive to the management and political implications.
You need to be forward-thinking, with a collaborative management style, while applying effective leadership using management and mentorship principles. Ideally, you will have at least 10 years of progressive senior management experience in order to deal with a wide scope of challenges that this position brings. If you are familiar with municipal government, County structure, operations, and rural communities you will hit the ground running – but it’s not a requirement. Membership in the Society of Local Government Managers or willingness to obtain your membership is a requirement. Post-secondary education in business, economics, or government studies would be a definite asset.
