The Director, Occupational Health, Safety and Environment contributes to the City's Vision by creating the conditions for success of the strategy, priorities and direction of the section. The Director will report directly to the Deputy City Manager, and with dotted line functional reporting to both the Branch Manager of Corporate Safety and Employee Health and the Branch Manager, Economic and Environmental Sustainability. The Director, Occupational Health, Safety & Environment provides leadership, knowledge and guidance related to health, safety, wellness and Environmental Management System (Enviso) practices and standards for the Department.

As the successful candidate, you will work in partnership with senior leadership to develop and implement  environmental and safety strategies and systems that moves the respective Department to a safety and environmental culture of excellence and that align and support the corporate safety and environmental management programs, procedures and systems.

This position requires the successful candidate to:

  • Actively participate in the development of occupational health, safety and environmental management strategies for the department and translate this direction into section level strategies required to achieve the department vision and priorities while ensuring alignment with the corporate direction and priorities

  • Ensure processes, controls and environmental program with goals, targets and performance metrics are implemented within the Department that meet corporate standards to achieve ISO 14001 certification

  • Implement established corporate strategies, processes, practices and tools with a high degree of influence, in the areas of occupational health and safety, health promotion, public safety, environmental  management systems and initiatives, and mental health awareness

  • Work with the Deputy City Manager, the Branch Manager, Corporate Safety and Employee Health and the Branch Manager, Economic and Environmental Sustainability to create integrated approaches to deliver safety and environmental work

  • Build and sustain the competency and capacity of the section to deliver operational plans, strategy and system certification, while ensuring that corporate initiatives and standards are reflected in section operational plans and strategy

  • Assess priorities and identify gaps in existing departmental environmental, safety and health programming and services in order to strengthen and grow the departmental OH&S and environmental management program

  • Advance the corporation in adopting and embracing a safety culture of excellence

  • Develop the culture, competencies, mindset and perspectives necessary to facilitate the technical work of the section, in alignment with corporate, department and branch direction.

  • Ensure safety training compliance within their departments as well as actively participate in advancing and supporting the corporate safety training records initiatives

  • Provide direct supervision and leadership of Occupational Health and Safety team leads in the advising and guiding in the development and implementation of health and safety management systems

  • Provide direct supervision and leadership of staff in the analysis and reporting of environmental condition and performance measures

  • Be actively involved in, or lead, all site incident investigations; publish and post relevant reports and follow-up on all recommendations

  • Develop strategic external relationships that support safety and environmental management initiatives and systems continuous improvement


  • Recognized University degree in Business, Finance, Science, Engineering or a relevant discipline

  • A Master Degree would be an asset

  • Professional Certification and/or additional training related to environmental management systems (specifically ISO 14001) health and safety program development and implementation

  • A minimum of 10 years of progressively responsible related experience in large diverse organizations in both the public and private sectors including experience in policy development in a large organization

  • Broad exposure to workplace and public safety , employee health and wellness practices of excellence within large organizations

  • Experience leading a professional team in the field of environmental, health & safety programs and systems

  • Proven experience as a change agent and catalyst for the delivery of change while inspiring staff and colleagues at all levels in all roles

  • Exceptional presentation skills; ability to present effectively to City Council, media and stakeholders

  • Knowledge of relevant legislation and regulations

  • A high degree of business acumen; able to assess implications of decisions and actions; able to understand how strategies and tactics work in the municipal sector

  • Proven success in fostering strategic relationships​ with business partners by understanding their business needs and objectives and working collaboratively to implement strategies that enable a shared vision of success

  • A professional demeanor and the ability to interact with persuasiveness, influence and confidence, an excellent communicator and facilitator, with solid people skills and competence in writing

  • Demonstrated expertise in building high performance teams that generate results
