Fire Chief

Reporting to Big Lakes County Deputy Chief Administrative Officer, the Fire Chief position is responsible for performing duties in fire and emergency service of a leadership and supervisory nature.

Position Summary:

This senior position is responsible for managing, leading, planning, organizing and directing all aspects of the Fire and Emergency Services Department. These duties will include, but are not limited to: fire prevention, fire suppression, regional emergency management, proper application and enforcement of provincial and municipal statutes, including Alberta Safety Codes, Alberta Fire Code, and Alberta Building Code and Explosives Act (as referenced by the Fire Code).  The Fire Chief will also ensure that county employees and agents are trained in municipal emergency response and ensure the constant updating of the Municipal Emergency Response Plan.

Key Responsibilities include (but are not limited to):

  • Manages departments which includes: leading and directing people, allocating resources, coordinating with other departments and other agencies and budgeting
  • Act as a liaison between neighboring towns, counties as well as other government agencies
  • Strategic planning of Emergency Services department.
  • Leads the 5 fire departments by: building capacity, mentoring and coaching the departments and their team
  • Firefighter recruitment and retention, training and evaluation
  • Purchase/procurement of equipment and supplies, ensuring preventative maintenance of all Fire equipment and vehicles
  • Represent Big Lakes County Fire Services on corporate and departmental committees as assigned
  • Adhere to Health and Safety legislation and County safety policies and procedures at all times ensuring the protection and safety of self, co-workers, the public and the environment
  • Point of contact for any resident concerns or questions regarding Fire and Emergency Services
  • Perform legislated duties as a Safety Codes Officer and a Fire Guardian
  • Demonstrate an ongoing commitment to life-long learning in the areas of equipment, tools, apparatus, fire suppression, management, procedures, technological changes and personal development
  • Will be responsible for leading the County's emergency and disaster response 
  • Perform other duties as assigned

Key Skills and Qualifications:

  • Two year related college diploma including technical school, business diploma, or equivalent
  • Valid Alberta Class Five (5) Operator's License with Air Endorsement
  • Minimum of 5 years of demonstrated and successful leadership in a senior officer position in fire and rescue services
  • Incident Command System (ICS) 300
  • NFPA 1001 Basic Firefighter
  • NFPA 1021 Fire Officer Level 2
  • NFPA 1041 Fire Service Instructor Level 2
  • Alberta Safety Codes Officer Level 1 Inspector and Level 2 Investigator would be an asset
  • Working knowledge of Microsoft Word, Excel and Outlook to be able to enter data and produce reports, budgets and plans.
  • Successful security clearance
  • Superior emergency response skills and proficiency in fire service operations and fire prevention
  • Demonstrated leadership skills, team building, problem solving, strategic thinking, coaching and mentoring abilities
  • Demonstrated ability to work with volunteers and within flexible working hours
  • Exceptional written and verbal communication skills
  • Excellent public relations skills
  • Able to maintain self-discipline and professionalism at all times
  • Possess the physical agility and stamina sufficient to perform all functions of this position in extremely adverse conditions
  • Able to react quickly and remain calm in stressful situations
  • Ability to read and interpret construction plans and specifications
  • Experience in policy development / budgeting would be an asset
